Research Institutions | Preparing and Implementing Policy

The following aspects should be addressed by research institutions in the process of developing and implementing a policy for data management and open access to research data:

  1. Knowledge of international institutional policies to assess institution’s position, participate international fora.
  2. Participation in dialogue and collaboration among stakeholders within the institution and outside of it (e.g. funders, scholarly societies, data managers) for policy development.
  3. Assessment of state of institutional and national infrastructure to support policy implementation through economies of scale and collaborative initiatives.
  4. Cost assessment for policy implementation for research data management during projects, long-term curation and preservation, infrastructure development, funding for innovative, disciplinary, education, training and awareness activities and earmark dedicated funds.
  5. Policy content development with clear description of roles and responsibilities of stakeholders involved.
  6. Support Data Management in research practices. Where data is generated, data management should form an essential element of research practice by providing appropriate resources, reviewing and monitoring of related practices.
  7. Guidance to researchers. Research institutions should develop appropriate tools such as templates for data management and resources on data management and DMP, and specify the criteria for eligible repositories/data centers for data deposit. In addition, they should develop appropriate courses and programmes on data management for members of their community.
  8. Rewards for researchers through the formal acknowledgment of research data as a criterion for career progression.
  9. Policy monitoring mechanisms. Research institutions should establish clear monitoring and compliance mechanisms in planning a policy, as well as mechanisms to measure policy efficiency with appropriate indicators that will afford corrective measures, if necessary.
