IF men will not submit and settle, but
keep the state by their obstinacy under
the Necessities of war, They, must,
if they plot, or attempt any thing against
them, expect such Consequents
as attend the Sword when it is drawn;
whereas, if they would lay aside their
peevish disaffection, and resolve once
to settle, and let the Commonwealth have leav to take breath
a little in Peace, then we should soon feel and know the happy
condition of mankinde in a state of Freedome, being freed
from the inconveniencies of War and Taxes.
In the mean time, that you may understand how gently the
Parliament deals in point of Payments (so far as their present
necessities will give them leave) it will not be amiss to compare
the Tributes of our nation in this time of Exigence,
