PARLIAMENT
And daily proceedings of the Army under his
Excellency the Lord FAIRFAX.
From Munday the 12 of March till Mead the 19 of March. 1648.
Collected for the satisfaction of such as desire to be truly informed

Beginning Munday March 12
THis day the House had in consideration the Grand
Delinquents of the Kingdome under restraint, and
prisoners of War, as to the bringing them to speedy
Execution, banishment or imprisonment for Life.
Major Gen. Laugborn, Peyer; and Powell were first
insisted on, and the house confirmed their former order
for referring them to the Army to be tryed by a
Court Martiall, and accordingly this day a Warrant
was sent out for the bringing them from Windsor to
whitehall to receive their tryall.
The house in relation to other Grand Delinquents and prisoners of Warre order
restraint, referred it to a committee to consider of their severall Qualifications
and to report with speed to the House. To this Committee it was also
referred to consider of exempted persons for life, which of them might be capable
of Composition, which for banishment, perpetuall Imprisonment, or execution.
Ordered that M. Walter Mountague prisoner in the Tower have leave to
go beyond the Seas, he giving good security to the Committee for prisoners not
to act any thing prejudiciall to this state.
The House had in debate the reducement of use mony [no small torment to
Vsurers) that the interest of 8l per cent. be reduced to 6l. per cent. per annum, after
much debate, hereupon the house was divided upon the question, whether
these words should not be inserted, viz. form the 29. of June next and it passed
in the affirmative the house then ordered that no interest after June 29. next
should be above 6.l per cent. per annum. Mr. Capt. Lilburns Petition was referrred
