Son of Georg Anton Felix Arco and Salzburg Hofkammerrat from 1779. After twenty years of military service, Arco was appointed to several administrative posts in Salzburg from 1779, including Hofkammerrat and administrator (Pfleger) at Neuhaus. In 1781, Arco accompanied Archbishop Colloredo to Vienna and was an intermediary in the dispute between Mozart and the Archbishop, which eventually led to Mozart's dismissal from court service.
